How can I show or hide a given tab on the user profile depending on language? For example, if I am viewing the profile in English, hide the tab; if I am viewing the profile in Japanese, show the tab?

You can't at the moment, but you will be able to once CB Conditional 5.0.0 is complete and released as it can condition off language.

I've been playing around with the language condition in CB Conditional but cannot seem to get it to work. When activated the tabs just disappear, no matter what language page I am on. I have tried every combination of show/hide. Is there some reference or documentation about this feature? Does it get the language from URL? Any guidance would be greatly appreciated!

The language conditioning is based off the profile owners language. Not the viewing users language. It grabs the language of the user from Joomla. Ensure you've the params field available and are able to change the "Frontend Language" parameter within your profile otherwise it'll just always be based off the sites default language.

Is it possible to grab the language code from the URL of the page being viewed and use that information to control Community Builder behavior?

You can try using a custom value substitution as follows.

Field: Custom > Value
Value: [get_lang]

This assumes the parameter name in the URL is "lang". The get_ prefix allows you to access GET values.
