Joomla WYSIWYG editors are JS based. Press F12 to open your browsers developer console then click the Console tab. Next refresh the page and see if you've any fatal JS errors present in the Console tab as they will prevent subsequent JS from working. You'll then need to debug those JS errors and fix what's causing them. Switch to default Joomla TinyMCE if you haven't done so already and retest to see if that works. If still not working switch to default Joomla protostar template and see if working then.
