I would like to disable users from creating groups. Create group should only be done by superusers. Please check imgs of my setting. Why my test user still can see that create group button - the user does not belong to SU group.
Parameter states moderators are exempt from that parameter. Most likely your test user is a CB Moderator. Ensure the Moderator View Access Level within CB > Configuration > Moderation is strictly set. If they are not a moderator then check the categories create access as you can override the global create access on a per category basis.
