Is it possible to use auto actions to assign amount of CB blogs a user .is allowed to create from different CB subscritions at sign up?
subscription 1 gets 1 blog
subscription 2 gets 2 blogs
subscription 3 gets 3 blogs

No, CB Blogs does not have the functionality of per-user create limit. It's a global static parameter that applies to every user (e.g. if set to 10 every user can create 10). In a future release it'll be possible to have a create limited based off a field value, which would allow for what you're wanting.
