Same here!! Our use-case requires this PM system to be Admin->User and User->Admin ONLY (with absolutely no access from user->user)...
Preferably the user can only REPLY the Admin (not initiate a contact) but it would still be acceptable if Messaging features are only visible in admin profile and nowhere else...
The planned functionality is to limit sending private messages to those you are connected to. With the create access parameter you'll be able to specify what view access level can create private messages. Neither will restrict replies (if replies are not desired simply turn replies off). System messages also can't be replied to so that's also another means for moderators to message a user with no reply functionality.
