I kinda get confused with the meaning of the Rule of Configuration of CB Privacy as below:

On the Parameter→Privacy→Rule tab, when you Enable the each group (ex. public, user, connection...), what does that really mean? For example, when you enable the privacy of public, does that mean you protect your profile from public so that the public can't see your profile ?

When a user is selecting the privacy for a field, tab, or their profile for example they're selecting a Privacy Rule. So for example if they want a field to display to all users they select the Users privacy rule. Those parameters in your screenshot allow you disable certain privacy rules if you don't want them to be available for selection.

Thanks for clarifying. And select means "Enable" or "Disable"?

In your screenshot if you select Disable for Users your users will not be able to select the privacy rule Users. It just allows enabling and disabling of those privacy rules.
