Commenting in CB Gallery is enabled by having CB Auto Actions, CB Activity, and of course CB Gallery installed. Then within CB Auto Actions > System Actions simply publish "CB Gallery - Comments". The Joomla content plugin for CB Activity has nothing to do with this. The comments will be in the modal window when viewing a gallery entry. This can be demoed on our demo site below.
