There is no means of doing that. Users will always have control over their media. I don't think what you're even trying to do is legal in a lot of countries especially those subject to GDPR and don't recommend bothering to try forcing it. If they are the owner of the media they always have permissions to edit/delete it regardless of what gallery it is in. Regardless if you want to force it I guess you can intercept the delete trigger and redirect away in CB Auto Actions. The trigger for media delete is gallery_onBeforeDeleteItem.
