The language you see for language strings output by CB is based off the language set within your profile. If you're not using the language parameter provided by the "params" field then the language you see is based off the site.
This has nothing to do with the content users post though. There is no translations for that content. You'd need some sort of live inline Google Translate for that, which we do not provide. So for example if someone posts on their CB Activity profile stream in Spanish their post will always be in Spanish.
