If you're using Joomla for CB Blogs storage instead of Internal then you should be able to use the article commenting feature in Content - CB Activity within Extensions > Plugins (see Comments tab) to enable commenting. Note this requires CB Activity as there is no built in commenting in CB Blogs. This will not work if you're storing blogs with the Internal usage though.
