File upload where? CB Gallery? A file field? If it's a field sounds like you have the field conditioned. Review your conditions on the field carefully to ensure they make sense. CB Conditional does not do anything to tabs/fields that aren't conditioned so it can't block a fields behavior just by simply being published without tab/field conditions being configured.
