Is it possible to prevent registerd users from creating events unless they have a specific authorisation level?
For example, users with the registered role should be unable to create events, while users with the publisher role should be allowed to create them.

No, CB GroupJive Events is for Groups. This means its permissions are based off a users group status. It is not a site wide event extension, which based off this topic and your other topic is what you're needing.
