That's provided by CB Activity, which includes a Follow fieldtype. It's only real purpose is to allow followed users activity to show on your stream if that functionality is desired. Normally that behavior is just automated using Connections, but if you don't use Connections then the Follow button is how you'd display other profile activity on your stream.
