That's probably not the Welcome and Pending emails then, but moderator emails. To have another user receive moderator emails edit them within CB > User Management and give them a usergroup that has moderator permissions then set "Receive Moderator Emails" to "Yes". For profile updates that might be CB Profile Update Logger, which lets you manually specify recipients or is likely already configured to email moderators.
