Is there a way to create an anchor somewhere on a tab - like within a custom HTML field?
It would be used to provide a link to that position on that tab from an article, or another tab.

Possibly, but you'd need to link to that specific tab first by adding &tab=TAB_NAME_OR_ID_HERE to the profile URL. Then add #ANCHOR at the end as usual.
