I have the following construction:
Users can either register as a person or as a company. Field (cb_organisatie) is a radio field.

When registering as a company field companyname (cb_orgnaam) shows (conditional). All working.

Conditions:

When I try to change this user from company to person I get the message that companyname is required.

When I try to change this user from company to person I get the message that companyname is required.

Is this happening strictly in backend user edit? or does it also error in frontend user edit?

Only in the backend as some fields are not shown in profile edit on frontend. So only Super Users can change this in the backend. When I allow profile edit in frontend for some conditional fields I can indeed edit them.

Ok, sounds like conditions may not be enabled for backend. Within CB > Plugin Management > CB Conditional > Parameters set "Backend" to "Enable" if you want them to function there. However, my recommendation is to turn off strict validations in backend entirely. This is done by setting "Fields Validation in User Management" to "No" in CB > Configuration > User Profile as it makes backend profile management a bit easier to avoid field validation rules.

Ok, added a bug ticket to figure out why backend conditions aren't bypassing the required state check. Thank you for letting us know!
