Hello,
I noticed that if a user comments a post, a second user can reply, but cannot like the comment.
First I thought it was a missing feature, but later I noticed that Admin can like comments on post.
So I assume there is a trigger somewhere, which I searched but didn'find...

That's likely the connections check. By default profile comment streams require a connection with the post owner to like the post. You can disable this by editing "Profile Activity" stream in CB Activity > Streams > Comments then under "Display" set "Connected Access" to "Disable" in the "Likes" section. Administrators are exempt from this check which is why they're able to like the post.
