userlist vs searching a blank userlist with just fields

I see that I am able to create a userlist and search fields which is fine. The problem I have is that every time I look at my userlist it is populated with the same first 10 or search users. Is it possible to create a search where there are no users. This way if my website grows to hundreds or hopefully thousands of people, then, everytime they want to look up users they won't have to see the same people, instead they would just see a blank screen with searchable fields. I ask because some people wouldn't want to always be viewed in a search, it could become a predatory thing for female students.

Edit your userlist and under Parameters > Search set "Hide Empty Searches" to "Yes".
