Default privacy values can be adjusted by adjusting your privacy controls wherever they are. So if it's profile privacy then edit the profile privacy field in CB > Field Management. Then adjust the "Default" parameter for the privacy control.
For Notifications I assume you mean CB Activity? Those are configured in CB Activity > Notifications. If your notifications are based off fields then you'll need to adjust those fields. Typically the best way to do that is CB Auto Actions using a Field action on the afterUserRegistration trigger to set the default values for those fields.
