Please be sure you enabled download keys support. This is done in CB Package Builder > Parameters > Site Keys > Joomla. Whatever prefix you've supplied in your Joomla XML for your download key should also be provided (defaults to "joomla_key") to "Download Key Prefix" (e.g. yours appears to just be "dlid").
When clicking the URL your existing login cookie is likely what is authenticating it. Please keep in mind this expects a Site Key as generated by CB Package Builder. You cannot use your own key system. It has no means of authenticating keys it didn't create.
