I just noticed in Joomla5 that a non-admin user - whose joomla level is allowed to create GJ groups - gets a do nothing Uncategorized group category page instead.

This worked fine in J4 and my J5 should be a copy of my J4 site. I verified my custom group_edit.php script was identical between the two.  I see admin user works like normal, so it's a permissions issue that is somehow different just because it is Joomla 5.

Any ideas?

I'm not sure what you mean by this. You mean the "New Group" button is missing? Do you have any group create limits as it's possible they could be at their group limit.

I verified my custom group_edit.php script was identical between the two.

Try switching to default template without any modifications and see if issue persists.

I already tried switching to the default group_edit.php.  No difference.

I do have a limit of 1 group allowed for the non-admin user, but he has created no groups before.

Ah ha! I just noticed Create Group button in his profile worked, so I tried the one again in Groups listing - and now it works too.

That is just crazy making. I had already turned off all possible caching including the system plugin so no idea how it could have messed up.  I haven't changed any settings or files.

The page it was getting redirected to before was like a GJ Group Category page you'd see when clicking on category inside a group, but the category was "Uncategorized".

Strange, well given it's working now guess we can just chalk this up as a weird caching bug lol. Please let me know if it happens again.
