OK, if not the spam filter it must be the CB approval/reject form in front end which is doing it. I will stop using it for a time and only delete not wanted requests in back end. Lets see if this can be the reason. Lets see.

This is not done automatically by CB. You or someone else (a CB Moderator) accessing the CB Workflows module is rejecting people.
