Specifically, where is the setting to make comments and activity viewable by the public? Currently, they are viewable only by registered users. I want the public to view but not create or comment.
That entirely depends on what the activity is. Activity streams themselves should already be public access, but if the stream contains profile activity (e.g. profile.USER_ID) and profiles aren't accessible to the public then the public cannot see that activity. Stream parameters are configured in CB Activity > Streams > Activity. Carefully go through the parameters for the stream you're wanting to change. Guest commenting is already disabled by default so that shouldn't need any further adjusting, but can be adjusted in your comment streams in CB Activity > Streams > Comments.
