notification - popup - sound

Hi. I've been going through previous posts and the FAQ but I can't find enough to extrapolate into an answer. I would like to have the PM Notification pop-up take focus and go on top of windows when called and i would like to add a sound. There is a posting on here with some code I will try for sound but that doesn't change the fact that the pop-up only appears in the inbox window.
