I have found the problem:

When plugin from Jomsocial (by default it is activated) "System - Jomsocial Facebook Connect" is activated, smiley popup don't work.

This plugin seems to modify the html output. I will add this fact to the FAQ.

You can check the page source how the plugin modifies the code.
