req: dont allow banned users to send email

.. except to admins or better, except to a set usergroup or higher..

this way when we ban ppl they are not able to spam their irritations out..

same goes for the forum component.. if there is CB lock on their profile.. joomlaboard should not allow postss.. gonna hack that myself..

it never was stable but this is a bit much downtime..

Just out of curiosity, Benajmin... what keeps you from moving the the Joomla-forge?
