No. I will NEVER implement a feature that allows to monitor messages without the users knowledge.

You can write a component which does this but I will not support it, advertise it or recommend to use it.

My point of view should be clear.

You can block PMs to registered users except to users on a CB list.

There is not a setting for blocking sending messages registered to registered.

In settings:
Blocked groups (registered users) Author Manager
Editor Admin
Publisher SuperAdmin


Only there is for public users to registered ones.

no registered option
