Enable user list drop down box in compose

Another user asked this question in this thread , but the response was to check to make sure this feature was enabled.

Unfortunately, I cannot find how to do so. I have searched through the FAQ, the configuration settings and searched for this answer without success.

BTW, I do have at least 5 users setup on my current website and at least two of them are just registered users.

Thanks, I saw that, but it appeared to me that that setting controlled who had access to send messages to all users not who had access to send message to any user.
