Can users create group messages?

I'm searching the forums but I can't seem to find an answer. Can users create mailing lists of their connections to send group messages?

They can create userlists containing any user they want to add.

I thought so, but I can't figure out how to do it. Where are the settings for that?

Actually, I see now how it works, but I can't seem to get the tab I need to create messages on my own profile page. I can only send messages to users if I go to THEIR pages. I'm searching everywhere -- what am I missing?
