User register into different groups

Most likely you have some other CB plugin that is not compatible with Joomla 1.7. Did you do a clean install or did you migrate to Joomla 1.7 from 1.5?

It was a clean install. Other than the 2 uddeIM plugins, all CB plugins I have are from CBSubs.

Well its not CBSubs that is causing this - try deleting all non CB/CBSubs plugins as a test.
