When I have member e-mail set as a link it forces login before sending an e-mail was created by gschmalenberg

When someone is viewing a user's profile, if they click on e-mail to contact the member, they get a message that they are unable to access without logging in. But they should be able to contact members if the member permits them to.

What setting am I missing?
