Problem solved: From Joomla! 5.4.3 Stable the Export function works as expected. Thank you Krileon.
To open it properly in Excel I have to change the extension from .csv to .txt though.
(Or you will not be asked to select UTF-8, and delimiters, before opening, resulting in scrambled Scandinavian characters).

You shouldn't need to change the extension. That's very strange. What software are you using? I've tested LibreOffice and Google Sheets. I do not have Office 365 so can't test Microsoft Excel.

I agree.
But when I open the .csv with MS Excel (not office 365) it just opens each whole row of text in the first cell. When I first rename the file to .txt it asks me about the dividers first, and all data is then properly distributed in the cells. 
(The window asking about how to open the file is never opened in the latter case).

Looked into this further and you're indeed right that excel won't open the import settings window on open unless it's .txt. An alternative appears to be to launch excel then go through the import wizard instead of renaming the file. Doesn't seam to be a way for me to workaround that, sorry.
