PayPal buttons are different from API payments. It's not very strange at all as they're two wildly different endpoints and APIs. You're erroring at PayPal and not at CBSubs when it's processing the payment so there's nothing for us to capture to know what could go wrong. Only they would be able to tell you what failed as they'd have to review their logs. That error usually is due to merchant id, primary email address, or identity token being incorrect. Please be sure those are configured correctly and you've set it to live payments.
We're using legacy NVP/SOAP API that has been stable for years so it suddenly failing would either be due to configuration problem, a temporary technical issue at PayPal, or PayPal is trying to get rid of everyone using it. We'll be rewriting into their new Rest API sometime this year, but this should absolutely still be working (and does for payments here at Joomlapolis).

Unfortunately I havent resolved this issue - Paypal Gateway in CBSubs fails for members trying to pay subs
Ive got an ongoing support ticket with Paypal who have made some suggestions (deleting the API certificate and generating a new one)
Ive tried that with and without the PayPal API credentials in the PP gateway (see attached)
Will reply to Paypal support and see if they can track down any error msgs at their end

Unfortunately there isn't anything further I can suggest other than just using Stripe and enabling PayPal payments through Stripe and continuing to work with PayPal support. For errors that occur at PayPal we have no way of investigating as we've no access to PayPal's systems to review error logs.
I've retested PayPal locally as well. Even created a new sandbox account for it. It appears to be working fine in my tests. My best guess is still an error in one of the parameter values. "Your PayPal Identity Token" specifically is prone to copy-paste errors as it contains characters that won't get selected by a double click so you need to be careful when copying it over.
However if errors are being logged in CBSubs for the payments we could investigate that further.

Sorry for leaving this post hanging - I have had a successful resolution to this problem and it was an email address vs merchant id issue in the cbsubs configuration - I can at last advise that the settings for email address were the issue and not an issue with cbsubs itself - thanks again for your assistance Krileon
