Yes, manually running the URLs processes the emails appropriately.

Here's how we have the cron setup currently, configured to run nightly at midnight:

/usr/bin/wget -O - -q -t 1 "[REMOVED]/index.php?option=com_comprofiler&view=pluginclass&plugin=cbpaidsubscriptions&cbpact=cbsubsclass&cbpclass=mailer&cbpmailerdo=cronprocesssendmailqueue&user=[REMOVED]&key=[REMOVED]&Itemid=491&format=raw"

Ok, that suggests something wrong with the CRON being unable to reach the URL for some reason.

Do you have any security extensions installed in Joomla that could maybe be blocking it? The URL seams public access fine so access permissions for the URL don't seam to be the issue (verified this before editing your post to remove sensitive information). Is the path to wget correct?
