So I finally figured it out.
in Paid subs go to settings =>integrations
Under article access set it to Yes: articles introductions remain always visible.
I could think that a category Blog that the category is public and the articles are public that this should not matter but it does.
Is this a bug or overlook.
If you're blocking entire access to an article and the article is being output on a blog then it's kind of a conflict of configuration. You want to block access, but also allow access. It chooses to just block access since you've told CBSubs no part of the article can be viewed without a subscription. The change you've made allows everything above the Read More line to be visible without a subscription. Doesn't appear to be a bug, but just a configuration issue.

That is not the problem. I don't want the article blocked for any reason, So the article and the category are public and not blocked any where else and no articles in the category are blocked (every thing is public). So it should just show like it used to.
But now when you make the menu item a category=>blog type it sends you to register when it should not.
So I had to make the change above. - It is not the best scenario for things I truly want blocked
