Can't Install on Joomla 1.6.2

hummmm ... the domain I upgraded to 6.2 yesterday, the one I THOUGHT was fine ... just tried to log into the administrator ... the ONLY option is userpoints or logout! I am so very frustrated! Now what do I do?

OK, here is what I found out, for me at least

> If I use the Joomla upgrader I have problems
> Installing a freshly unzipped copy of 1.6.3 over the top of 1.6.1 appears to have no problems (although this site did not have Community Builder already installed) I was able to successfully install both Community Builder and the JooRoos template that would not install when I used the Joomla Upgrade Function.

Although installing over the top of a site that had CB already installed still reports DB function reports no errors, component not installed ... how can I get past this please? Thank You!
