I'm so sorry Nick, the upload_max_filesize is still 2M. I'll fix it and let you know how it goes.
Thanks for your patience all the way.

What if you can't access your php.ini file.

I located a php.ini file in the root directory however the only text in it reads, "rg_emulation = off"

Any help?

I did just that and now it is working. Thank you!

For those who stumble upon this post, looking to increase your PHP max upload filesize in order to install com_comprofiler (V1.4) on Joomla 1.6. The readme tells you to increase the upload size but can not seem to find your php.ini file in your directory, please read below.

A friend of mine who works for Godaddy helped me get it working. Basically, because I am running on a Linux server (SHARED HOSTING - using Apache) I had to create the php.ini file manually and install it in the root directory. In the file I pasted the following code.

memory_limit = 50M
post_max_size = 10M
file_uploads = On
upload_max_filesize = 6M

Save as php.ini and upload it to the root. Boom, your done.

Thanks to Joomlapolis.com and all their hard work!
