Looks like you have live_site set within your configuration.php. Please edit configuration.php and ensure live_site is set to '' (blank).

Don't know what more to advise. It uses live_site like all our CB plugins to include JS/CSS files. Perhaps you've something changing it to HTTP. Disable all SEF and purge all cache then try again and see if it's loading in as HTTPS.
