What you're wanting Joomla can't do. J1.5 permissions system is lacking at best and J1.6 is not stable enough for a production site. I highly recommend reviewing K2 which can provide much much better content management controls or at least reviewing other content management extensions.
Please note we're not a consultation site and this is not the definition of support; if you need professional advise on extensions and features you may want to contact developers more versed in article usage such as K2 team for suggestions. Can only recommend what I've tried personally. While K2 is great you will need to use CB Queries to sync the database as K2 has their own login system, without remaining in sync it will not act appropriately.
