have checked all settings and have all new users registered as 'Registered', but when they login with regular logins or facebook or twitter the menu item is able to be shown
Were you able to resolve your issue by upgrading CB? I've heard of such issues on J1.7, but never J1.5. Do you happen to have custom ACL from a 3rd party extension?

Have reviewed your install and it's a problem with your 3rd party menu module "TemplatePlaza Menu" (mod_tpmenu). Please contact the modules developer for further support. They appear to be building a menu structure that is not respecting access controls. Normal Joomla menu module works fine, tested on your install.
