No. See this link on PayPal to Website Payments Standard

At the bottom of the page when CBSubs has passed control to PayPal, it gives the user the option to pay by Credit Card without a PayPal Account.

The test I completed yesterday worked fine.

Correct, for single payments, PayPal account is not required.

That's a reason enough to change the string and at same time fix the small uppercase-typo.
