I did form a group with another registered member other than the category owner. Also the setting in GJ > Config > Notifications > Global the setting is currently set to "Email Only". When I had is set to PMS & Email, I just got the PMS message.

So it works when you have it set to PMS, but does not when you have it set to Email? Ensure emails are sending from your site properly by using Mass Mailer on your user within CB > User Management.

I'm sorry, I just assumed you understood from the beginning of this thread that emails were not working. So, to answer your question, yes, PMS works, emails do not work. Again, I apologize and I hope I answered your question.

Ensure you're using GJ stable from Advanced downloads section. Aside from that no idea, seams to be working on my 3 test sites and can't see any reason for it not to.

Try enable debug mode and maximum error reporting in Joomla global configuration then perform an action that would send a notification that your admin user is configured to receive then see if any fatal errors occur.

When logged in as your administrator navigate to the category that you are going to create a group in with your test user. Click "Notifications" on the menu. Now navigate to Category > Groups tab and set "Create of new Group" to "Notify" then click "Update Notifications". Once done logout and login as your test user. Then go to that same category and create a group. Your admin should be notified as does in my tests.
