CB Conditional, latest release is 3.0.2
I hope there is a reference guide on how to use CB Conditional like what is the function of Regex and other terms...so that we know when and how to use them...
Nope, REGEX is regular expressions. The plugin is pretty self explanatory, but we do have a usage tutorial below showing one way to use it.

Joomla version? CB version? Do you have latest release of CB Conditionals (3.0.2)? If not then please upgrade.

Does issue persists with CB 3.0.2? Please re-test now that you've latest.

i can hide the tabs now on the profile edit and profile view....the problem is when i edit the profile page like change the data..it wont let me save the data....
