The [CONFIRM] substitution in the Pending email is their confirmation link. You only need it if you have confirmation enabled and if you do it's required or they won't be able to confirm their account.

I set,Requires confirmation of the email address: yes
so if I'm not mistaken,i have confirmation enabled.

So i need them to confirm their registration by click on one link in the email awaiting approval.

I follow the 9 steps that you give me to create a hidden published and public CB menu item. So what i have to do with that now.
What do I do to have a link to allow people to register on my website.

Now you need to have a user register, they should receive the pending email as configured in CB > Configuration > Registration, then click the confirmation link added by [CONFIRM]. Please see your CB documentation available for download within the Advanced downloads section as this is very basic setup information and it's covered in extreme detail with the documentation.

i read the cb detailed guide (document version (019)). And i don't see when it talk about the user register.

It's not the good document? i only find this one in the advanced downloads section.
Can you tell me how to create a user register.

There is nothing to finalize. Simply go to registration, it works out of the box. You can reach registration through the registration link on any CB Login module, by directly going to index.php?option=com_comprofiler&task=registers, or creating a Joomla menu link to CB registration. This is described in your "CB 1.9 Detailed Documentation for Adv/Pro/Dev members" documentation, which can be downloaded from the Advanced download section.
