Deleting a category deletes the category and all its groups. GJ informs you of this on frontend. Backend has less checks as it's for strict administrative usage and should use frontend whenever possible. I do not suggest simply deleting content without knowing absolutely for sure the results and having a backup before doing so. A group can't function without a category, it may even error, so it of course deletes the groups when a category is deleted (what else would happen? auto moving isn't good either). A lot of this will be improved when we redo all of CBs backend.

Yes, deleting a group deletes its Users, its Notifications, and its Nested groups. This process is recursive so if a groups nested groups have nested groups then those get deleted too.
