Enable debug mode and maximum error reporting in Joomla global configuration then try to send an email and see if any fatal errors are displayed.
As you're using SMTP, please see my previous reply regarding configuring it correctly in Joomla for it to work with CB.
I'm not quite sure how mass mailer is not working, but registration emails are. Ensure you've a correct email address specified for the registration from address within CB > Configuration > Registration. Also ensure a general email address is configured within Joomlas mailer settings.
