In CB -> configuration -> Moderator Groups
I have defined CB Moderators.
I have a menu in frontend “cb-registration”
If I am logged in as an Moderator an I like to register another user.
I cannot access the menu CB registration.
It tells me: You are already logged in
You can't use frontend registration while logged in. Create users from backend or first logout to create them on frontend. You don't actually create moderators in CB. It's entirely usergroup based. So as long as they have a usergroup of your moderator usergroup or a parent of your moderator usergroup they'll have CB Moderator permissions.

Thank you now this solves an interesting thing:
I have in my web about 20 Countries
And for each Country a Moderator
This Moderator is part of the Group:
I-I-I- Admins of Countries
And of his country-Group:
I-I-I- Member of AU
This Moderator can edit now all Members of this Country and only of his country
CB Configuration Moderation:
Moderator Groups: ---Admins of Countries
Allow Moderators to Edit User Profiles: CB Moderators and levels above
I have user Groups:
I-Registered
I-I-Member
I-I-I- Admins of Countries
I-I-I- Member of AR
I-I-I- Member of AT
I-I-I- Member of AU
……
I-I-I- Member of…
I-I-I- Member of ZA

That may not work, because the users you want them to be able to edit are on the same permission level as them. You may want to move Admins of Countries to be under the Manager usergroup.

What you men with under the Manager usergroup?
I have the “Admins of Countries” with “Group Parent” “Magager” then all “Admins of Countries” can edit all users.
Or is the hierarchy wrong:
I have user Groups:
I-Registered
I-Manager
I-I-Member
I-I-I- Admins of Countries
I-I-I- Member of AR
I-I-I- Member of AT
I-I-I- Member of AU
……
I-I-I- Member of…
I-I-I- Member of ZA
I assume "Member" and "Member of .." are not supposed to have Moderator permissions. They should be under registered. My suggestion is as follows.
Public
- Manager
- - Admins of Countries
- Registered
- - Member
- - - Member of AR
- - - Member of AT
- - - Member of AU
- - - Member of ...
Your "Admins of Countries" should be able to then edit "Member" and "Member of ..." users assuming your CB Moderator group is set to "Manager".
