With this:
Public

- - Admins of Countries
- Registered
- - Member
- - - Member of AR
- - - Member of AT
- - - Member of AU
- - - Member of ...
An "Admin of Countries" can edit all Member.
So I have to separate them and I found the following solution:
Public
- Manager
- Registered
- - Member
- - - Admins of Countries
- - - - admin AR
- - - - admin AT
- - - - admin AU
- - - - admin ..
….
- - - Member of AR
- - - Member of AT
- - - Member of AU
- - - Member of ...
Now I assign to a user: - - - -admin AR and - - - Member of AR
Then he can edit only the Members of AR
I looks like that it works….but why ?
I had to separate the Admins of Countries.
As long as 2 user are in the same Group they start to share the privilege to edit the users….
It works because "admin AR" is deeper in the tree than "Member of AR" and "Member" so "admin AR" can edit them fine. Joomlas tree permissions basically work in reverse. The further down you go the higher the permissions.
