Could be caused by some third=party plugin.
Please PM me superadmin access and I will take a look.

Ok, got your follow-up information from your private messages.

In the last message you PM'd me you mentioned that there was a migration that took place. BTW, the screencasts are nice ways to illustrate an issue but providing background information is also very important.

And a migration project is such information.

So based off the hint you gave I took a look at your Joomla viewing access levels and they appear to not be in order.

For example, your superusers do not have REGISTERED viewing rights.

Such mis-configurations need to be identified and fixed and then retest to see if issues are resolved.

Thank you for the response. The first user is not in the registered user group because it locks my admin login because I am running Akeeba Admin Tools. So I use that only for accessing the back-end.

The user 'Editor' has super permissions and registered user permissions.

I have narrowed the error down to those users that have super user AND registered user permissions. So when I log in as Editor and go to add profile pic (Editor has super user AND reg user permissions) I receive the error 'User not a Super User'. BUT, the user IS a super user, so there shouldn't be any problems. I doubt that anyone else would have the issue...it seems to be specific to my migration.

For anyone else that migrates 2.5 to 3.x, I was missing a director and an index file:

I also had to add a directory (plug_profilegallery) that must have somehow gotten deleted during the migration and create and index file. Additionally, I had to go into to my configuration.php file and set error report to 'none'. Even though my php.ini file had error reporting disabled, for some reason I was getting the simple_board warning.

Maybe an issue with your admin tools config - I am also using this tool on a site and I have no need for such a configuration change (is I understood your comment correctly).

My comment was referring to your Joomla Access Level Viewing settings on your:

Joomla :: Users :: Access Levels page

On my default (non migrated) Joomla 3.3.1 site the Registered Access Level has Manager, Registered and Super Users groups checked - on your site I noticed that only the Registered group was checked.

This means that a user that is only in the Superuser grouo (and in no other Joomla user groups) will not have access to any resources that are published for Registered viewing.

The configuration.php file is also a Joomla file and maybe this also got messed up during migration. What simple_board warning are you referring to?
