Joomla will fallback to PHP Mailer if SMTP fails. Are you using SMTP? CB will not fallback. Try setting your Joomla global configuration mailer settings to use PHP Mailer.

Please ensure the registration email settings have been configured properly in CB > Configuration > Registration. A valid registration email address should be provided. Once done retest and see if issue persists. Did you upgrade from a CB 1.x release? If so do you recall it working fine with CB 1.x?
